Describe the change
This PR implements the following changes:

OCR support for GIF files.
Implement a test for ScanOcr GIF support
Renaming ScanBase64PE to ScanBase64Pe to align with scanner standards

Describe testing procedures
Build a local image and tested a GIF against the local cluster using Strelka UI successfully.
